The Mangku is an initiative of the Minjilang Endangered Languages Publication Project publishing under the rubric of Iwaidja Inyman funded by the Australian Government's Maintenance of Indigenous Languages and Records (MILR) program, now the Indigenous Languages Support (ILS) program, currently auspiced through West Arnhem Shire Council.

The site was created by a team consisting of Matthew de Moiser of Pollen Interactive (development and programming), David Lancashire Design (graphic design), Bruce Birch (consulting linguist), and the Minjilang-based Iwaidja Inyman team.

Content for the site is created and uploaded by members of the Iwaidja Inyman team in collaboration with students and staff of the Mamaruni School at Minjilang on Croker Island. The content draws on documentation created since 2003 funded by the DoBeS program of the Vokswagen Foundation, and the MILR program.
